A significant cyberattack has plunged several French municipal governments into chaos as their shared servers came under a relentless assault, leaving vital services inaccessible to residents. The city of Saint-Nazaire, along with the Saint-Nazaire Agglomération, found themselves crippled by the cyberattack on French municipal governments which unfolded on Tuesday, April 9.
Residents were alerted to the disruption, with officials confirming that the assault was ongoing and impeding normal operations.
Despite the adversity, municipal teams are actively engaged in the diagnostic phase and enhancing system security to mitigate the impact.

David Samzun, Mayor of Saint-Nazaire and President of the Agglomeration remarked on the resilience of the community in the face of adversity. “Faced with this unprecedented and large-scale aggression which attacks the public service, the teams are keeping a cool head and rising to the challenge,” he stated, emphasizing the collective resolve to overcome the crisis.
“Faced with this unprecedented and large-scale aggression which attacks the public service, the teams are keeping a cool head and rising to the challenge. The history of Saint-Nazaire has already shown our ability to reinvent ourselves and it is this collective spirit that guides us all today. All teams are at work to allow the gradual resumption of services to users as quickly as possible. The days to come will allow us to say when and how. The task is immense and certainly long. So is determination,” he added further.
Extended Impact of Cyberattack on French Municipal Governments
The repercussions of the cyberattack extended to other municipalities, including Montoir-de-Bretagne and Sonadev, where services ground to a halt due to the assault on shared servers. The origin and duration of the cyberattack remain shrouded in uncertainty, adding to the complexity of the situation.

Although the March assault, attributed to Anonymous Sudan, did not disrupt government services, it underlines vulnerabilities in the nation’s digital infrastructure.
Anonymous Sudan, a purportedly pro-Russia hacktivist group, emerged amidst the Russia-Ukraine conflict and is believed to have affiliations with the Killnet gang. The group’s involvement in the DDoS attack raises alarms about the evolving threat landscape and highlights the need for strong cybersecurity measures.
Data Breach Adds to Worries: France Travail Disclosure
The cyber onslaught compounds France’s woes, coming hot on the heels of a staggering data breach disclosed by France Travail, responsible for assisting unemployed citizens. The breach exposed sensitive information of over 43 million individuals, spanning two decades, including names, dates of birth, social security numbers, email addresses, and more.
Additionally, Vincent Strubel, the director of France’s cybersecurity agency, ANSSI, has emphasized the diverse array of threats confronting the Olympics. These range from hostile nations to criminal groups utilizing ransomware. He also underscored the potential threat posed by “hacktivists” aligned with Russia, capable of leveraging their technical expertise to further political aims.
As French authorities grapple with the aftermath of these successive cyber incidents, restoring normalcy to municipal services and fortifying digital defenses take precedence.
